In Particular you can try the two mblur types - linear and subframe sample. Form only supports subframe sample so in that case the opacity adjust is the only adjustment.
I'm aware of this weakness in the mblur systems and I am looking into adding better solutions for future versions.

Thanks for the reply.
glad to hear you're working on it. i just ran into the problem again on another project and was checking back for a response. i'll mess with linear/subframe settings (since i'm using particular for the current project). i use your stuff all the time.

i have a problem sometimes using motion blur in form and particular. i've noticed it when i use photos as custom particles.
in my current project, i'm using form to create a wall of photos. when i enable motion blur on the layer, the photos all drop to about 70% opacity - even when they are sitting still.
i had previously experienced this in another project using particular to animate a ring of photos. when those photos moved quickly, they became transparent all over (instead of just having blurry edges). i ended up cheating that project by blending the motion blurred layer with one that had no motion blur. it sort of worked, but not really.
i tried using the opacity adjustment (boost) which can bring the layers up to 100% opacity (if i boost to about 300) at rest. however, this makes the edges of the objects very opaque when in motion, causing the objects to look extruded.
anyway, i was just wondering if i am missing something here. is there some slider/checkbox that i am overlooking? i messed with shutter angle, shutter phase, levels and opacity boost. i am stuck.
thanks for having this board.
